3428. CHRYSANTHEMUM WHITE RUST DISEASE

STATE INTERIOR QUARANTINE

A quarantine is established against the following pest, its hosts, and possible carriers.

A. Pest. Chrysanthemum white rust disease (Puccinia horiana).

B. Area Under Quarantine.

NOTE: Effective immediately, CDFA has ceased enforcement of this quarantine for all of Santa Clara and Santa Cruz counties

C. Articles and Commodities Covered. The following are declared to be hosts and possible carriers of the disease:

1. Plants and plant parts of all species, hybrids, botanical and horticultural varieties of the genera Chrysanthemum and Dendranthema, except those determined by the Secretary not to be susceptible to infection by the pest.

2. All equipment, trucks, tractors, or other articles used in the production, harvest, transportation, or storage of the plant materials in (1) above.

D. Restrictions.

1. Articles and commodities covered in subsection (C.1) are prohibited movement within or from the regulated areas except as provided in (a), (b), or (c) below:

a. If accompanied by a certificate issued by an authorized agricultural official affirming that the articles and commodities have been treated and inspected in a manner approved by the Secretary.

b. If purchased at a retail sales location and accompanied by a sales receipt.

c. If the commodity was produced outside the regulated areas and is being moved through a regulated area by direct route and without delay in closed vehicles or containers.

2. Articles and commodities covered in subsection (C.1) are prohibited entry into the regulated area for propagation purposes except if treated upon arrival in a manner approved by the Secretary.

3. Articles and commodities covered in subsection (C.2) are prohibited movement within or from the regulated area except if free from all non-certified plant material of the kinds designated in (C.1).

TREATMENT AND INSPECTIONS APPROVED BY THE DIRECTOR

APPENDIX A 01-05-93

The following treatment and inspection procedures have been approved by the Secretary for the movement of chrysanthemum plants or cut flowers from the area regulated by Section 3428.

1. Cut Flowers

a. From the infested* area:

5 applications of myclobutanil, applied at weekly intervals, followed by 3 bi-weekly inspections; cut flowers may be certified following the third application and negative inspection.

b. From the non-infested** area:

3 applications of myclobutanil, applied at weekly intervals, followed by 1 inspection; cut flowers may be certified prior to or during any phase of the treatment process.

2. Potted Chrysanthemums, Including Garden Chrysanthemums

a. From the infested area:

5 applications of myclobutanil, applied at weekly intervals, followed by 3 bi-weekly inspections; potted chrysanthemum plants may be certified following the completion of all 5 fungicide applications and negative inspection.

b. From the non-infested area:

3 applications of myclobutanil, applied at weekly intervals, followed by 1 inspection; potted chrysanthemums may be certified following the completion of all 3 fungicide applications and negative inspection.

3. Propagative Material

All chrysanthemum plants, or cuttings, upon entry into the regulated area for propagation purposes, must receive 3 applications of myclobutanil, applied at weekly intervals. It is recommended that all chrysanthemum producers obtain their material from sources known to be chrysanthemum white rust-free. As an added precaution, chrysanthemum producers may wish to submit any cuttings for propagation to a myclobutanil fungicide dip prior to entry into their production area. It is further recommended that all chrysanthemum producers within the regulated area incorporate the recommended phytosanitary measures (for details, contact local county agricultural commissioner) into their production practices.

4. Organically Grown Chrysanthemums

Growers of organically grown chrysanthemums located in the non-infested area of the regulated area, who do not wish to submit their chrysanthemums to the myclobutanil fungicide treatments will have their material placed on a 6 week hold and must submit to 6 weekly visual inspections prior to certification for the movement of any plant material from the regulated area.

* The infested area is any enclosed greenhouse(s), or outside production area on a premise, including shadehouses, where chrysanthemum white rust (CWR) disease has been detected and not eradicated.

** The non-infested area is any enclosed greenhouse(s), or outside production area on a premise, where CWR disease has not been detected or from which it has been eradicated.
 

NON-SUSCEPTIBLE SPECIES OF CHRYSANTHEMUM AND DENDRANTHEMA

The following species of Chrysanthemum and Dendranthema have been determined by the Secretary not to be susceptible to Chrysanthemum white rust disease and are, therefore, exempt from the requirements of Section 3428:

Chrysanthemum coccineum Pyrethrum, painted daisy

C. frutescens Marguerite, Paris daisy

C. leucanthemum Oxeye daisy

(Leucanthemum vulgare)

C. maximum Shasta daisy
