3275. EUROPEAN PINE SHOOT MOTH

State Exterior Quarantine

A quarantine is established against the following pest, its hosts and possible carriers:

A. Pest. European pine shoot moth (Rhyacionia buoliana).

B. Area Under Quarantine. The states of Connecticut, Delaware, Idaho, Illinois, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Missouri, New Hampshire, New Jersey, New York, Ohio, Oregon, Pennsylvania, Rhode Island, Washington, West Virginia, and Wisconsin.

C. Articles and Commodities Covered. All species and varieties of pine (Pinus spp.) trees (with or without roots) and any branches or twigs of pine bearing terminal buds, needles or shoots are declared to be hosts and possible carriers of the pest quarantined against.

D. Restrictions.

1. Certificate of Origin or Treatment Required. Articles and commodities covered are prohibited entry into California from the area under quarantine unless each lot or shipment is accompanied by a certificate issued by an authorized agricultural official of the origin state affirming that the material meets the requirements of either (a) or, (b), or (c) below:

a. Origin Certificate From Noninfested Areas. Shipments of articles and commodities covered may be certified provided the origin certificate is issued after the growing site or growing area has been trapped for the European pine shoot moth as prescribed by the Secretary and found free from European pine shoot moth.

b. Origin Certificate From Noninfested Counties or Parishes. Shipments of articles and commodities covered may be certified provided the origin certificate is issued after the county or parish has been trapped for European pine shoot moth as approved by the department and found free from European pine shoot moth.

c. Treatment Certificate. Shipments of articles and commodities covered may be certified provided they have been treated for European pine shoot moth under supervision of an authorized agricultural official of the state of origin prior to shipment in a manner and by a method which has been prescribed by the department.

2. Exemptions. The following articles and commodities are exempt from the certification requirements of this regulation:

a. Pine boughs in wreaths.

b. Noncommercial shipments not exceeding three in number of:

1. Bonsai pine trees.

2. Rooted pine trees three feet or less in height.

3. Cut pine Christmas trees for normal indoor use.

4. Cut pine branches, not to exceed the equivalent of 3 pine trees of the size for normal indoor use.

APPROVED METHOD FOR TRAPPING EUROPEAN PINE SHOOT MOTH

The pheromone of the European pine shoot moth has been determined to be "Trans?9?DoDecenyl Acetate." According to the most recent information, this pheromone is available from Chem. Samples, P.O. Box 20305, Columbus, Ohio 43220.
"Trans-9-DoDecenyl Acetate" pheromone should be used according to manufacturer instructions for trap assembly.

For restricted articles and commodities to qualify for certification, traps must be deployed at the density of one pheromone trap for each four acres of plantation of pine trees, or nursery property containing pine stock. No less than two traps will be deployed regardless of how small the growing area. Trapping and trap maintenance must continue during the entire period based upon historical data and existing degree day modeling for EPSM emergence.
Trapping plans shall be approved by the recognized state agricultural agency at origin and the traps shall be read by a state, or state approved, entomologist who is familiar with the adult stage of the EPSM.

Certification

To ship pine trees or parts into California from plantations, nurseries, or other properties in areas under quarantine where trapping was conducted as described above, the certificate shall affirm the trapping results as:

1. Negative and that trapping was conducted during the current growing season;

or

2. No more than two moths were trapped during the current growing season and the area was effectively treated using dimethoate, chlorpyrifos or phosmet as directed by the origin regulatory agency. Shipments cannot be certified if three or more EPSM are trapped during the current growing season.
